Federal Programs Overview
Elk Lake School District Federal and State Program Summary
Each school year school districts receive funding from the federal and state government. Funds that are disbursed to the district are based on a formula basis which includes enrollment and child poverty numbers. Below is a listing of programs that are available and a short description of them.
Access
Federal Medicaid reimbursement received for medical/mental health-related services delivered to Medical Assistance enrolled students in a school setting, which includes services such as speech, nursing services, and specialized transportation.
Funds received are to be used to provide support for students with disabilities in special education.
Dual Enrollment
This program allows high school students to take college-level, credit-bearing courses that count toward both high school graduation requirements and receiving college credit before graduating from high school.
Courses currently available are for 11th and 12 grade students in French, Physical Science, and Trigonometry.
IDEA – Individuals with Disabilities Education Act
This program provides support for students with disabilities ages 3 through 21 enrolled in programs of special education.
Opportunity Scholarship Tax Credit Program (OSTC - Previously Known As EITC 2.0)
The program provides tax credits to eligible businesses contributing to an Opportunity Scholarship Organization. Business contributions are then used by Opportunity Scholarship Organizations to provide tuition assistance in the form of scholarships to eligible students residing within the boundaries of a low-achieving school to attend another public school outside of their district or nonpublic school. A low-achieving school is defined as a public elementary or secondary school ranking in the bottom 15 percent of their designation as an elementary or secondary school based upon combined math and reading Pennsylvania System of School Assessment (PSSA) scores. SDFSCA – Safe and Drug Free Schools and Communities Act
This grant provides resources, materials, assemblies, and equipment to assist the school in providing a safe environment and the education of students and community in safe school practices.
Title I
The Title I program provides funding to help children meet the Pennsylvania Common Core Standards in reading and math. This targeted assistance program services students that qualify in grades K-3 for reading and/or math.
Title II A - Teacher and Principal Training
Provides funding to increase student academic achievement by improving teacher and principal quality through high quality professional development to increase the number of highly qualified teachers and principals and to hire highly qualified teachers to reduce class sizes in core academic subjects.
Title III – Language Instruction for Limited English Proficient and Immigrant Students
Provides funding to ensure that limited English proficient (LEP) students, including immigrant children and youth that are also identified as LEP students, develop English proficiency and meet the same academic content and academic achievement standards that all children are expected to meet.
State educational agencies (SEAs), local educational agencies (LEAs), and schools are accountable for increasing the English proficiency and core academic content knowledge of LEP students. LEAs use these funds to implement language instruction educational programs designed to help LEP students achieve these standards.
Title V Innovative Programs
Supports the development and implementation of education programs designed to improve performance at the school, teacher and/or student level.
Our funds are utilized to offer a tutoring program for 7th, 8th, and 9th grade students who are scoring below proficient.
